MIIT Releases Pre-Installed App Regulations

China's Ministry of Industry and Information Technology (MIIT) has released regulations governing preloading of software on smartphones by mobile handset manufacturers. According to the announcement, handset manufacturers are prohibited from pre-installing the following five types of software:
1. Any software that will collect or modify user information without the expressed permission of the user;
2. Any software that will access handset functions to cause data consumption or mobile expenditures, or reveal user information without the expressed permission of the user;
3. Any software that will affect smart terminal normal functionality or communications network security;
4. Any software containing content which is prohibited to be distributed or broadcast by Chinese telecommunication regulations;
5. Any software that infringes on user personal information security or legal rights or jeopardizes network or information security.
The new regulations will go into effect on November 1, 2013.
