Beijing Government Regulates E-Commerce Promotion

The Beijing Administration for Industry and Commerce, municipal Commission of Commerce, and E-Commerce Association joined 44 e-commerce companies, including Dangdang (NYSE: DANG) and Amazon China, in signing the "Proposal for Improving Customer Service for Online Retail Sales" on December 18. The Proposal requires that when engaging in large-scale sales promotions, e-commerce sites first register the sales with commerce authorities and have emergency plans in place beforehand.
Amazon China, Dangdang, 360Buy, and clothing e-tailer Vancl were among the 44 e-commerce companies that pledged to conduct business in good faith, ensure the accuracy of product information, and abjure false or misleading promotions. Signatories will publish clear instructions for refunds and refund period limits, and will set clear rules for advance payments, including a promise to refund customer payments when orders or services cannot be completed. Companies must reply to customer complaints within four hours, and must respond within two hours during working hours or 12 hours during non-business hours.
