NDRC, SARFT Issue Draft Cable DTV Fee Regulations

China's State Administration of Radio, Film and Television (SARFT) and National Development and Reform Commission (NDRC) recently issued draft regulations for basic cable DTV subscription fee auditing. The regulations, which are scheduled to take effect March 1, 2013, state that unrelated costs cannot be factored into basic cable DTV subscription prices.

The regulations are to be implemented by local government pricing bureaus when evaluating basic cable DTV fees, and state that basic cable DTV fees can be calculated according to average network and maintenance costs in four categories: core business costs, management fees, sales fees, and financing fees.

The regulations specify five types of costs, including government subsidies and incentives, that cannot be included in calculating basic cable DTV fees.
