China to Draft Standards for TV Program Ratings

The National Business Daily reported recently that the China Radio and Television Association has launched efforts to draft national standards for the television ratings surveying industry, and that the group's proposed standard is currently being circulated for feedback. Wang Jianfeng, chairman of China Central Television-affiliated film and drama copyright distributor Fengde Copyright Agency, revealed recently that some television industry research organizations inflate ratings under the name of "joint promotions," charging RMB 50 mln a year to list programs among the year's top ten. "No matter what the program is or where or when it airs, you can buy ratings as long as you have the money," Wang said. For ratings of 0.8%, survey organizations charge RMB 3,000 per day; 1% ratings cost RMB 4,000 per episode per day, while costs for ratings of 1.4% or higher are capped at "promotional fees" of RMB 7,000 per episode per day.
