State Council to Strengthen Oversight of Telecom Billing

The General Office of China's State Council published an article on its official website today stating that the protection of consumer interests in the area of telecommunications would be an area of focus this year. This will include:
1. Amassing and addressing cases of irregular, malicious, or misleading information, and conducting strict investigations of false advertising, fraudulent pricing, compulsory fees, irregular or unauthorized marketing, malicious billing, and other illegal or unauthorized behavior.
2. Strictly cracking down on telecommunications billing activities, and supervising telecommunications companies in cleaning up billing plans, simplifying billing structure, increasing billing transparency, and driving a reasonable drop in telecommunications cost levels.
3. Improving telecommunications companies' service guarantees, increasing telecommunications QoS oversight and management, and improving consumer complaint handling mechanisms.
Work in these areas will be led by the Ministry of Industry and Information Technology (MIIT). The National Development and Reform Commission (NDRC), Ministry of Commerce (MOFCOM), Ministry of Public Security (MSP), State-owned Assets Supervision and Administration Commission (SASAC), and State Council will also participate.
