Shanghai Finalizes Software, IC Industry Support Policies

Shao Zhiqing, deputy director of the Shanghai Economic and Informatization Commission, recently announced that a series of policies to support the city's software and integrated circuit (IC) industries have been completed, and implementation details are being drafted and are expected to be announced soon. The policies include financial support and tax breaks for key enterprises. In addition to financial support for key enterprises with revenues exceeding RMB 1 bln, RMB 5 bln, and RMB 10 bln, the policies also will also provide RMB 350 mln in funding for 22,000 software developers.
During a press conference on the development of Shanghai's IT services industry yesterday, it was announced that industry operating revenue reached RMB 307.52 bln in 2011, up 21.5% YoY, with software industry operating revenue reaching RMB 176.61 bln. Shao said that a revenue target of RMB 360 bln had been set for 2012, with a focus on high-end software, cloud computing, and mobile internet projects. According to China's 12th Five-Year Plan (2011-2015), Shanghai aims for IT services industry revenue to reach RMB 600 bln by 2015, with software industry revenue reaching RMB 300 bln.
