Ministry of Finance Issues Draft Lottery Regulations

On August 16, China's Ministry of Finance released and solicited feedback on its Provisional Regulations Regarding Telephone-based Sales of Lottery Tickets and Provisional Regulations Regarding Online Sales of Lottery Tickets. The draft regulations state that registered capital for telephone-based and online lottery ticket agencies cannot be lower than RMB 10 mln and RMB 50 mln, respectively.
Both China's Ministry of Civil Affairs and General Administration of Sport of China (GASC) have issued separate emergency notices aimed at welfare and sport lottery ticket sales organizations. The notice regarding welfare lotteries stipulates that all online ticket sales be halted pending a full investigation and a deadline for organizational reform, as well as calling for a comprehensive investigation of all mobile and fixed-line-based lottery ticket sales nationwide. The GASC's notice calls for sports lottery organizations nationwide to voluntarily or in coordination with telecom, internet or other companies halt all ticket sales via fixed-line and mobile handsets and online terminals.
The Ministry of Finance's provisional regulations also state that telephone-based and online lottery agents cannot provide group purchasing or number recommendation services.
