China's State Council Scraps BBS Registration Rule

On July 9, the General Office of China's State Council issued a resolution to cancel or delegate to lower levels of government 184 items that had previously required central government examination and approval, including one item for online digital bulletin board services, which was canceled.

"Digital bulletin board services" includes online notice boards, forums, chat rooms, and guestbooks.

On September 20, 2000, the State Council passed regulations on internet service management, stipulating that sites wishing to operate these services must specifically apply to register for bulletin board services when applying to register for an Internet Content Provider (ICP) license.
