China to Begin E-Commerce Real Name Regulation July 1

According to China's State Administration for Industry and Commerce (SAIC) official website, SAIC will implement the "Provisional Regulations on the Management of E-Commerce and Related Services" on July 1. The regulations state that individuals engaged in the online sale of goods and related services must submit their real name and address to e-commerce platform administrators.

Among the "Regulations," Regulation 10 stipulates that businesses involved in e-commerce that have registered with industry and commerce administrative departments and obtained a business license are required to prominently display their license registration information or a link to said information on the website where they conduct online sales.

Individuals whose e-commerce and related services businesses meet the necessary criteria are required to register for a business license.

According to Regulation 20, e-commerce platform providers must verify the information submitted by companies or individuals.

Regulation 28 states that e-commerce platform providers must assist industry and commerce government authorities in handling illegal online activities, including providing the perpetrator's registration and transaction data records, and cannot conceal or withhold information from the investigation.

Regulation 29 requires that e-commerce platform providers must record and preserve the contents and date of e-commerce and related services information published on their platform. Real name registration, transaction data and other records must be preserved for no less than two years.
