China's MIIT Regulates WAP Gateways

China's Ministry of Industry and Information Technology (MIIT) has released a notice regarding its campaign against mobile pornography, laying out plans to develop a system to detect unregistered mobile internet sites. By June 2010, the notice requires telecom operators to establish testing systems for mobile sites that will periodically check sites' content and promotional channels. The China Academy of Telecommunication Research (CATR) will complete development of a comprehensive regulatory system for telecom services, and launch third-party cross-network testing, for which MIIT's notice demands the proactive cooperation of telecom operators to form a cross-company, interdepartmental joint system of cross-checks and testing.
The notice also states that MIIT will hasten trials of filtering and detection systems on WAP gateways to root out illegal and harmful content. By the end of January 2010, telecom operators will be required to tabulate and report data on existing WAP gateways to the MIIT. Prior to March 2010, the MIIT will promulgate technical filtering standards for WAP gateways, and by June 2010, the MIIT will guide telecom operators in strengthening their corporate self-discipline, and complete work on a trial detection and filtering system for WAP gateways. The notice states that, before the end of 2010, telecom operators will not be allowed to set up any additional WAP gateways.
