Rumor: China Unicom to See Major Internal Restructuring

According to China Unicom (NYSE: CHU; 0762.HK; 600050.SH) sources, the company is preparing to make major changes to its group structure. According to sources within China Unicom's core business management, Unicom's executive management and important decision making departments have completed the analysis of and have made the final decision to combine operational departments. The focus of this reorganization is the integration of the company's mobile business and fixed network business departments, as well as its 3G network and GSM network business departments.
The departmental mergers will largely occur in three areas: the merging of residential business and individual customer business departments; the merging of management information systems and business support departments; and the merging of China Unicom's mobile business into the company's main operational structure.
The source says that these mergers will have some affect on employee job roles, including adjustments to general-manager-level executives. A few general managers will be sent to local China Unicom subsidiaries, and minor changes will be made to the local subsidiaries' general manager position. Affected staff at the group headquarters will either be temporarily assigned to other work units or be sent to local subsidiaries. After the adjustment to business departments is complete, some of China Unicom's vice-president-level positions' areas of responsibility will be adjusted.
Sources say that, at earliest, these adjustments will begin after the New Year. Currently, personnel below the general manager level have not received notification of the changes, and whether or not general managers have received such notifications is not yet known.
