MIIT: Mobile Crackdown to Last 14 Months

Wang Jianwen, assistant head of the China's Ministry of Industry and Information Technology's (MIIT) Telecommunications Administration Bureau, has revealed that the MIIT's campaign against mobile pornography will last 14 months and be divided into three phases.
The first phase began on November 1 and will run until December 31, and includes: investigating key links in the mobile porn industry; focusing on the resolution of any problems and loopholes discovered; determining the responsibility of involved individuals and organizations; strictly defining the information safety management responsibilities of telecommunications operators; actively expanding reporting channels; and strengthening public oversight.
The second phase will run from January 1 to September 31, 2010, and will: implement a system of leadership responsibility for telecommunications operators; expand channels for the promotion of clean-up activities; clearly delineate responsibilities for website links, strictly handle issues surrounding the exchange of access links; standardize use of mobile payment channels; strengthen the management of domain redirects; expand website registration verification; improve mobile phone user information recording; fully implement management of a blacklisting system; and strengthen the infrastructure used to conduct these actions.
The third phase, which will run from October 1 until December 31, 2010, will: construct an industry monitoring system; improve the infrastructure for an industry resource management platform; strengthen oversight and investigation management systems; expand surveys and research; and provide additional proposals for regulation.
