MIIT, NRDC Implement Price Cap for Fixed-Line Tariffs

The Ministry of Industry and Information Technology (MIIT) and National Development and Reform Commission (NDRC) jointly issued revised regulations for determining local fixed-line telephone tariffs on November 18. Effective immediately, basic monthly charges and local calling rates for fixed-line local telephone services as well as PHS services, will change from the current system of government-mandated prices to a price cap system. Under the new system, telecommunications companies should provide customers with at least one pricing plan in which the fee structure and accounting units are equivalent to the current standard tariffs, and no package should exceed current standards (set in 2001). At the same time, telecommunications companies can in accordance with prevailing market conditions and user requirements create new pricing plans with their own fee structures, accounting units, and fee standards.

The Notice also stipulates a price cap management scheme for long-term leased line fees.
