Beijing Announces Animation and Gaming Incentive Policies

The Beijing Municipal Government has announced three new policies to encourage the development of Beijing's animation and gaming industry. The three policies, aimed at constructing an animation and gaming industry base as well as supporting the development of the online gaming and animated film and television industries, went into effect on October 14.
Incentives include establishing an industry fund to distribute RMB 100 mln each year to support the construction of a public service platform, R&D, IPR protection and HR development for the new "animation city." Core companies, such as the China Animation Group, will receive two years of lease subsidies, and qualified personnel can receive housing, education and medical assistance and benefits. The fund allocates RMB 1 mln per year for five years to be provided to personnel in the form of education and training subsidies.
Beijing will also advance between RMB 1-2 mln in subsidies to selected local online game developers; companies that produce self-developed game engines used to create five or more self-operated MMO games as well as companies that hold intellectual property rights to operational gaming products and services can receive a one-time subsidy of RMB 2 mln. Beijing will also provide subsidies for purchase or rental of servers under certain conditions, as well as incentives and subsidies for IPR protection and opening overseas markets for online gaming companies.
Beijing film and television companies will receive RMB 500 per minute when their self-owned programs are broadcast on CCTV, going as high as RMB 2,000 per minute for programs that are in the top ten rated programs in that time slot, or RMB 1,500 if the program ranks between 11th and 20th. Programs will also receive rewards when aired on the Beijing TV or Kaku cartoon channels. When shown in domestic chain theaters, animated films will be awarded RMB 2 mln. The ten best mobile animated products each year will receive RMB 5,000 each. Distributors and other organizations are also eligible for incentives.
