Shanghai Business, 5/19/09
According to the Shanghai Information Services Association, the Shanghai municipal government is about to release new regulations for online gaming services.
Under the regulations, online gaming companies planning to pause operation of their games will be required to give three days advance notice of service outages; if they plan to cease operations, they must give users 30 days advance notice. Companies will also be required to preserve 6 months worth of user records for investigation in case of disputes.
In addition, the regulations require online gaming companies to notify users by e-mail if their accounts have been frozen within seven days of revoking game access privileges.
The regulations stipulate that they apply to "all online gaming companies registered in or holding a Shanghai Internet Content Provider (ICP) number" and "companies that are not registered in Shanghai but have set up a service organization in Shanghai." Chinese game companies 9You, Shanda (Nasdaq: SNDA), The9 (Nasdaq: NCTY), and Netease (Nasdaq: NTES), which all have service organizations in Shanghai, will fall under the new rules.
