Microsoft, Hangzhou Government Cooperate on IT, IPR

Microsoft China and the Hangzhou municipal government have signed a 3-year memorandum of cooperation. Under the cooperation, the parties will work together to construct a Microsoft Center in Hangzhou, stimulate the construction of the local IT ecosystem, jointly promote upgrades of the existing Microsoft Technology Center, and construct a Microsoft (Hangzhou) Cloud Computing Center.
The Hangzhou government also promised to step up the protection of intellectual property rights by encouraging governmental, corporate, educational, and individual consumers to adopt legally licensed software and by cleaning up piracy in computer, electronics, and other retail sales environments.
Microsoft China will also support the efforts of the Hangzhou Software Park to develop an SaaS (Software as a Service)-based software development innovation services platform to provide small software companies and software outsourcing firms with services for design and modeling, code development, software testing and product management.
The two parties will also establish a Microsoft IT Institute at Hangzhou Normal University, with Microsoft China providing the curriculum and teaching materials, as well as training instructors versed in the latest technologies and pedagogical techniques.
