Chinese Government to Spend RMB 600 Bln on ITC Industry

A draft of government development plans for the IT industry states that between 2009 and 2011, construction on 3G, next-generation Internet, and digital television networks will receive upwards of RMB 600 bln in investment.
The draft says that construction of TD-SCDMA and other next-generation mobile communications networks will drive the development of new services and content that better suit the special features of 3G and the mobile Internet, which will drive upgrades and replacements of systems and terminals and promote the development of systems equipment, chip technology, new handsets, and spur on the research and industrialization of LTE and 4G.
Next-generation Internet and upgrades to broadband communications networks will be used to promote IPTV and mobile television, and support enterprises developing systems equipment and applications based on more advanced Internet technologies, as well as hastening fiber-optic network construction. Telecom operators will also receive support for the development of next-generation Internet networks for commercial use, and the rollout of broadband fiber-optic access and network upgrades is to be expedited.
The government also plans to support broadcasters in their efforts to provide complete coverage for terrestrial DTV, and to support the industrialization of DTV-related products and work to improve the entire DTV industry chain, including providing improved telecom and broadcasting coverage in rural areas. In addition government agencies will gradually migrate towards using domestic software applications, replacing foreign-made software.
Xinhua reports that the draft was recently submitted to the National Development and Reform Commission (NDRC), where it has received initial approval, and that it may be officially announced in the near future.
