Shanghai Issues E-commerce Rules

The Standing Committee of the Shanghai Municipal People's Congress passed regulations on November 26 to promote the development of the e-commerce industry. Three key items in the regulations include: a clarification of the definition of e-commerce as any business activity that includes the sale of goods or the provision of services over the Internet; confirmation that electronic proof of purchase and service bills can be used as evidence during consumer disputes and complaints; and requirements that the operating information of e-commerce enterprises be made public. The new regulations will come into effect on March 1, 2009.
