Shanghai Outlines Draft E-commerce Regulation

In its deliberations on the draft version of the "Shanghai Regulations to Promote E-Commerce Development", the sixth session of the 13th plenary of the Shanghai Municipal Standing Committee included the following stipulations: e-commerce firms should be operated according to related national laws, and record information pertaining to the purchaser, price, amount, quality, and method of each transaction. This information should be kept for no less than a period of two years. Also businesses engaged in e-commerce are not to collect personal information irrelevant to the transaction, or use this information beyond the scope required for the transaction. Companies that offer online platforms for engaging in e-commerce must protect the confidentiality of information collected by businesses offering services using their platform. Firms engaging in e-commerce must also publicly display their business registration information.
