Commercial SMS to Require Recipient Approval

Under the China Internet Association's "Stipulations on SMS Services and Guidelines on User Sending of SMS Messages", open for public comment from June 30 - July 11, users sending commercial SMS messages will first be required to secure the consent of the recipient, and must avoid sending messages during "sleeping hours." SMS service providers will be forbidden to change service content without authorization, and messages will be required to contain sender terminal data.
