MII Sets Tariff Package Guidelines

The Ministry of Information Industry (MII) has released a document titled "Guidelines on Standardizing Management of Telecommunication Tariff Packages". The guidelines require:
1) In order to make it easier for users to choose a package, no more than ten tariff packages should be available on any one local network.
2) Tariff package structure should be simple and clear, with operators encouraged to offer progressive discounts according to usage levels. After establishing basic usage packages, other compulsory paid services should not later be added as part of any given basic usage package.
3) Tariff packages should be offered over as large an area as possible, with operators ensuring that customers in different locations can choose from the same packages. Operators are encouraged to offer preferential tariffs to rural customers, but there should be no other tariff packages offered on a geographical basis.
4) Operators should publicize current tariffs via outlets, resellers and websites, while advertising materials should include complete and accurate information on tariffs, including limitations and other facts users should be aware of. Operators have a duty to inform users, and must not stress only a tariff's advantages or make easily-misunderstood statements.
