Unapproved Government Procurement of Imports to Be Punished

Under the Ministry of Finance's Regulations on Government Initial Purchases and Orders and Regulations on Government Procurement of Imported Goods, which recently took effect, priority will be given to domestic products for all government purchases, and unauthorized purchases of imported products will be punished with fines of 5% - 10% of the purchase amount.
The Ministry of Finance explains the term "initial purchase" as pertaining to purchases of products manufactured or developed by domestic corporations or research organizations which are not currently competitive in the marketplace or are for the first time being released onto the market, but represent the cutting edge of technological development. The Ministry of Finance, the Ministry of Science and Technology, and other bodies will release a List of Self-developed Innovative Products for Government Purchase. "Orders" refers to products of major importance and new innovations which must be researched and developed domestically, with public solicitation of bids to be the primary means of ordering; here domestic products are to be given priority. For products which have to be imported, review and approval will be necessary.
