China Mobile Launches TD-LTE Commercial Trials in Hangzhou, Wenzhou

China Mobile's (NYSE: CHL; 0941.HK) Zhejiang subsidiary announced the launch of commercial TD-LTE (4G) service trials in Hangzhou and Wenzhou on February 2, as well as the launch of 4G demonstration services in Ningbo.
The 4G terminals used in the Hangzhou and Wenzhou trials are high-speed network gateway CPEs (customer-premises equipment) and mobile 4G hotspots (MiFi), both of which subscribers may rent from the operator. Subscribers who sign up for a 4G subscription package at any Zhejiang Mobile service center in the two cities can pay an RMB 500 deposit to receive a 4G terminal. Subscribers will receive RMB 250 back from their deposit after one year of use, and the remaining RMB 250 after a second year.
The 4G data plans available are monthly packages covering set volumes of data traffic within Zhejiang province. When users exceed their monthly bandwidth allocation, their 4G terminals will cap access speeds at RMB 128 Kbps for the remainder of the month. In this event, subscribers can request "4G speed restoration" services from the operator for the remainder of the month, during which time overage will be charged at RMB 0.1 per megabyte. The plans also contain bandwidth-based and cost-based monthly usage caps, which when surpassed will cause subscriber 4G terminals to temporarily cease to function. All service and functionality will be restored on the first day of the subsequent month.
An internal Zhejiang Mobile document calls for the operator to promote personal 4G MiFi terminals to individual and household subscribers, including individual government and business subscribers, and to promote 4G network gateways to governmental and enterprise subscribers, as well as "LTE-Fi" solutions for applications in the public market like public transportation. A spokesperson for Zhejiang Mobile said that 4G data cards and handset devices should meet the conditions for initial commercial adoption within the year.
