MIIT to Require Registration for Mobile App Platforms

A spokesperson for China's Ministry of Industry and Information Technology (MIIT) said on December 12 that under the stipulations of the Internet Information Services Management Procedures (State Council Order 292, promulgated in 2000), the Chinese government "shall implement a permit system for internet information service operations, as well as a registration system for companies not engaged in operations." Under the requirements of the new rules, the spokesperson said, mobile application stores engaged in internet and information services activities within China must register or apply for the appropriate permits.
The MIIT is reportedly working on policies intended to strengthen supervision of third-party software application stores for smartphones, but none have yet been announced. One of the oversight measures currently being drafted includes "the implementation of registration mechanisms for the dozens of third-party open platforms, and real-name registration for hundreds of thousands of mobile application developers."
